In this revised and considerably expanded edition of their "Can We Be Neutral?" the authors take account of how the 1937 neutrality law operated during the wars in Ethiopia, Spain and China, and examine on their merits the several legislative devices suggested for lessening the danger that the United States may be drawn into war. There is an appendix of documents, a chronology and a selected bibliography.
