This important study, the second volume of Mr. Carr's trilogy (Volume I was noted here July 1951), deals with Soviet economic policy from the seizure of power up to the inauguration of the NEP. An impressive work of organization and presentation, its subject matter lends itself particularly well--better than in the case of the first volume--to the author's technique of analysis.
