This study, dealing chiefly with the debates and activities of the years 1946-1950, treats a subject of singular importance--the effort to create a democratic multi-party system on the heels of a dictatorship and one-party monopoly. Although the author concedes some backsliding in the years that followed, he feels that certain basic gains have been made and can be permanent.
