The most urgent demand of the population is for more to eat; the most acute problem of economic stability is keeping food-grain prices from rising too sharply as money demand outpaces the supply of food; and the core of development strategy has to be either an increasing provision of food-grains to satisfy new consumer demands in the urban and industrial sectors or deliberate retardation of industrial growth to head off the new demands. What is the record and prospect on food-grains?
In 15 years of planned development, India has increased food-grain production about 50 percent. Interrupted between 1961 and 1964, agricultural growth resumed with a 10 percent jump in production last year, the crop year 1964-65. The resulting gain in welfare has been partly drained away in population growth, so that the per capita gain in food- grain production is perhaps 15-20 percent instead of 50. Still, India has managed to put a poorly trained labor force, whose marginal productivity has often been estimated to be zero, to work with little capital on exhausted soil and somehow come up with a massive increase in product.
We know why the gain was not more. Exhausted soil. Poor seeds. Little mechanization. Crude tools. Primitive plows, and bullocks too weak to pull heavier ones. Untrained farmers. Little capital investment in the land. The low repute of manual labor. Caste rules that block innovation. Traditionalism. Ignorance. Insecurity. Corruption. Apathy. But how in the face of these obstacles was any progress made at all?
Perhaps between one-fourth and one-third of the growth in output in the last 15 years came from new acreage brought under cultivation. That is a substantial share, and it has implications for the future to which we need to return. But what of the rest of the increase? Given the power of the obstacles, one would question the possibility of greatly raising productivity. It should not have been possible. How was it done?

For nearly five years the "green revolution" has been under way in a number of agriculturally underdeveloped countries of Asia. Its advent into tradition-bound rural societies was heralded as the rebuttal to the dire predictions of hunger stalking large parts of the world. But more than that, those carried away with euphoria at the impending changes saw in them a remedy for the poverty of the vast majority of the cultivators. They were correct in assuming that the new technology stands for vastly increased productivity and income to match. However, the propitious circumstances in which the new technology thrives are not easily obtainable and hence there are inevitably constraints on its scope and progress. Apart from this, where it has succeeded, the revolution has given rise to a host of political and social problems. In short, the green revolution can be, as Dr. Wharton correctly pointed out in Foreign Affairs in April 1969, both a cornucopia and a Pandora's box.
The principle of equality is having a revolutionary effect on life in contemporary India. The impact is more dramatic there than elsewhere because perhaps no other major society in recent history has known inequalities so gross or so long preserved. In the traditional civilizations of Islam and China, the ideal if not always the practice of equality had an honorable and often commanding place in the culture. But in India the notion that men should remain in the same occupation and station of life as their forefathers was enshrined in religious precepts and social custom. While life was not as immobile as theory prescribed, and from time to time revolts against the dominance of particular social classes occurred, the idea of social equality never became as widespread in Hinduism as it did in other great traditions.
The West accounts for a disproportionate share of world income because it has already passed through capitalist development. Now that Asia is becoming capitalist, it will return to the center of the world economy, where it was in the early nineteenth century. Current currency crises are only blips on the screen. Asia's miracle transpired not because of shrewd industrial policy or great leaps forward but because countries attracted foreign investment and moved up the development ladder one rung at a time. But ahead lies the challenge, particularly for India and China, of establishing modern governments.
