We still have much to do to adapt our arrangements for administering foreign aid to the fact that a successful aid program must be a process of partnership. Foreign aid is not something a donor does for or to a recipient; it is something to be done with a recipient. This is the reason for the growing emphasis on self-help by aid recipients. There is by now a strong consensus-although far from complete unanimity-that foreign aid in all its forms will produce maximum results only in so far as it is related to maximum self-help. This is the opinion of leading public officials and development scholars in developing countries as well as in advanced countries.

The broad concept of partnership and self-help applies to technical assistance projects, in which the purpose increasingly is to establish effective permanent institutions in the developing countries. Therefore foreign technical advice and training are made available only if those receiving aid commit themselves to establish the necessary administrative and legal framework, provide necessary budget funds, make available appropriate trainees and, on a specified timetable, take over full management and support of the enterprise.
As for technical assistance, we need to upgrade substantially the quality of our work. Aid donors and recipients need jointly to set higher standards of excellence for their joint work. I think more needs to be demanded of aid recipients by way of serious commitment, major improvements in policies, responsibility for funding and providing personnel. And I think more needs to be demanded of aid donors: higher quality resources, applied over longer periods, with persistence, imagination and a greater sense of personal involvement and pride in the outcome.
The concept of partnership and self-help applies to capital projects as well. Here, too, there is increasing agreement that completing a physical structure-a factory, a dam, a stretch of road-is not enough. What is needed in a developing country is the capacity to plan, execute and maintain capital projects, and the commitment of funds, talent and other resources to sustain them.

The end of the Cold War and of apartheid have "undermined the logic that once drove America's alliances of expediency on the continent, which were so inimical to expanding civil liberties in Africa". The West should develop a selective foreign policy, favouring states showing pro-market and pro-democracy traits, and showing "equal-opportunity hostility" to remaining despots.
United STATES policy in Africa has lost much of its credibility for a large part of the African continent. We have held out hope for more than we have, in the event, been able or willing to deliver. Often the promise of brave words was extravagant and unwise; but what is noticed is that it has not been matched by congruent acts. We have seemed to say one thing and do another. For example, to most of Africa the unqualified and warmly welcomed pronouncement of the U.S. Assistant Secretary of State for African Affairs- "The United States stands for self-determination in Africa"-appears to have been disregarded, even repudiated, in practice, with respect to what in African eyes is the acid test of our bona fides, the "white redoubts" in southern Africa. Again, in promising major and growing American aid for a "decade of development" we declared it to be "a primary necessity, opportunity and responsibility of the United States" to help make "a historic demonstration that economic growth and political democracy can go hand in hand" in building "free, stable, and self-reliant countries." This hope has now been substantially dissipated by the evolution of the U.S. aid syndrome in Africa-initial good intentions, objective standards, policies of rewarding merit, yielding to the pressures of the moment, the putting out of fires, the special concern for "bad boys," "problem children" and the crisis-prone, the needs of "containment," the special interest of allies, the U.S. dollar drain, etc.
Our foreign policies are often much more closely related to our domestic policies than we realize-and not alone through the political struggles over appropriations, or even over Congressional approval of international agreements. Indeed, our foreign policies can come so sharply into conflict with our domestic policies that, unless this conflict is both understood and resolved by governmental leaders, domestic pressures can completely undermine and even nullify our foreign programs.
