Naturally there are certain higher objectives which supersede the immediate national interest, but a nation must appraise these objectives in complete freedom. While giving full consideration to the facts, and in consultation with others, it must retain mastery over the means which it devotes to pursuing these objectives. France's foreign policy is based on these very simple principles, which reconcile the demands of sovereignty and the need for concerted action with other states to advance world peace. At the same time, she must respect the legitimate aspirations of the disadvantaged peoples, indeed of all mankind.
This freedom of decision, which is the very definition of political individuality and which France claims as much for the common good as for her own, calls for autonomy of action. Clearly the freedom to conceive economic, cultural and political projects and the ability to act, even if it means choosing to coöperate with others, imply the freedom and capacity to resolve in accordance with our own interests the tensions and conflicts which ruthless international competition can make very dangerous. Our refusal to accept the state of tutelage generated in Europe by the rivalry of power blocs resulting from the Second World War need not be justified on any other basis.

The outcome of the presidential elections in France took public opinion abroad by surprise. General de Gaulle was thought to be so exceptional a politician, with such great personal radiance and such a firm grip on opinion that it seemed he would be elected by a substantial majority on the first ballot. The results he had obtained in referenda in the past led one to believe that he would do even better in the presidential elections. His main argument in those referenda had been that if he did not obtain an unequivocal and massive response he could not carry on with his task. This election centered, directly and personally, on him. The outcome, then, appeared clear in advance.
What is the reaction of the French people to the politique de grandeur-the policy which, in the name of France, General de Gaulle is projecting on a world scale? Before this question can be answered we must first ask: How is French policy shaped and decided? Next, how is it made known to parliament and public opinion? Third, do the broad masses of the people have access to adequate and objective information on which to base their judgment of this policy? Only then can we turn to the question: What is their judgment?
In 1962 the European enthusiasts in Brussels were explaining regretfully that although British membership would slow down the process of European integration-perhaps severely impede the whole movement toward a United States of Europe-it was a price that had to be paid for widening the geographical spread of the Community. No doubt these people, while regretting the manner of General de Gaulle's rupture of negotiations with Britain, are now privately relieved that the price will not have to be paid. Their view is that Britain's inherent weakness is such that she will be compelled sooner or later to come back and knock on the door again and plead for entry into the European Economic Community (E.E.C.). On the whole, better later than sooner. The European Community will by then have consolidated itself; it will be able to impose its terms with less difficulty and, in fairness it should be added, will be less niggling about making small concessions which may contravene the letter, though not the spirit, of the Treaty of Rome.
