The United States, China, and Arms Control
A well-reasoned and persuasive argument for seeking to involve China in a bilateral arms-control dialogue with the U.S. despite Peking's reluctance to engage in multilateral negotiations. The authors have a tempered approach toward Chinese military developments, not believing them to be unduly aggressive or expansionist. Yet they see considerable merit in a reciprocal U.S.-China pledge not to be the first to use nuclear weapons against the other, and the establishment of a nuclear-free zone on the Korean peninsula. A good starting point in the "dialogue" might be an early agreement to reduce the risk of accidental or unauthorized use of nuclear weapons. An important book.
