A balanced survey of the JCS-the men who have been selected, their role as planners and budgeters, their performance in military operations. Korb rejects two popular views: that they dominate U.S. defense policy, or that they are weak and ineffectual. He does, however, fault the Chiefs for allowing themselves to be intimidated by political leaders and for being insufficiently innovative. An original and needed contribution to the existing literature on the defense establishment.
