War, Foreign Affairs and Constitutional Power. Vol. I: The Origins

American debates over war powers and the role of Congress in foreign affairs, inspired by the war in Vietnam, resulted in a mushrooming of constitutional studies. Professor Sofaer's book - the first of a trilogy sponsored by the American Bar Association - covers the first 40 years of the republic. More readable than most legal tracts, it concentrates on the war powers and places constitutional debates in a wider political and ideological context. Its main omission is an analysis of the "Commerce Clause" and the putative role of trade in America's foreign relationships.
