Efremov's work is a history of Soviet positions (and American and Chinese as well) on nuclear and other disarmament questions over the entire postwar period, both in the U.N. and in bilateral U.S.-Soviet negotiations, though with minimal attention to SALT. Usachev covers the same ground more sketchily.
