Shoehorning a quantity of half-assimilated information into their worst-case analysis, Hahn and Cottrell focus on sealanes, southern African minerals, and Soviet stratagems; in the long run, they hint, the West may have to intervene to protect "compelling strategic and economic stakes." Cast in the same genre, the two Council on American Affairs collections are notable chiefly as a platform for congressional members of a potential Southern Africa lobby, including Senators Dewey F. Bartlett, James McClure and Carl Curtis; Representatives John H. Dent and Larry P. McDonald.
