Problems of collaboration and management will be at the heart of all international issues for the rest of this century. These two books are major efforts to grapple with these problems. The Brookings book takes up the question of equitable sharing of scarce resources in the oceans, in the frequency spectrums and in climate control. In an exceptionally well-integrated study by four prominent students of international affairs, an imaginative set of proposals is buttressed by a solid, readable analysis. Professor Young, in his pioneering theoretical case study, indicates how resource management can be developed at regional levels to provide benefits for all participants. No future examination of international institution-making should fail to cite this remarkable work.
