Arms, Men, and Military Budgets: Issues for Fiscal Year 1978

This second annual U.S. defense budget survey by the National Strategy Information Center is a straightforward hard-line approach to the military balance. Its conclusion - the U.S. needs to increase its dangerously inadequate investment in defense - is not new, but acquires more plausibility with each year of the Soviet military buildup. An especially good condensation of Soviet conventional war doctrine is included.
