This competent collection of essays should be read in conjunction with the Park and Gurtov volume mentioned above. Several of the authors underline the obstacles to regional cooperation, but Enloe comments that such cooperation, however difficult, "would seem to offer the best chance for the states of the region to gain the ends they seek - greater autonomy, reduced dependence on and vulnerability to outside powers, regional stability, and resilient development."
