Bowyer Bell's account of the recent experience of open societies in dealing with their vulnerabilities to terrorist attacks complements his earlier studies of what motivates terrorists. His counsel of patience in the name of libertarian values is convincing in the light of the limited scope of most terrorist actions and of historical precedents.
