A lucid history of the U.S. and British relationship to NATO. The author, a well-known British political scientist, touches on European economic and political concerns but concentrates on evolving East-West security issues. He stresses that European views of the military balance are generally more pessimistic than those in the U.S. His advocacy of European political integration and eventual Atlantic union seems less realistic than the prudent argument that conventional force reductions would inevitably force NATO back into a 1950s-style tripwire strategy with early use of nuclear weapons.
