One of the first formal arms control studies to attack head-on the issue of military spending. It offers a standard accounting model, with over three-quarters of the volume devoted to a documentary history of recent pleas and proposals. Near-term possibilities for international restraint appear to be dim, especially since, as the author says, the Soviet Union remains immune to the argument.
