Defense Policy and the Presidency: Carter's First Years

An early cut, as far as scholarly literature goes, at President Carter's national security policies. The authors find much vacillation and a lack of clearly defined policy objectives. Insufficient distinction is made, however, between the question of the formulation and execution of policy and its actual substantive content.
