Twelve essays, the first drafts of which were composed in June 1978, on topical and regional aspects of American foreign policy. This is a better than average symposium, but like all such efforts to capture the present moment it is already somewhat dated. The appraisals of Carter's achievements, although mixed, now (July 1979) seem too optimistic.
