If developing countries want the benefits of imported technology without so much foreign direct investment, they should increase the incentives to license technology instead of trying to force investors to behave differently. The author, a British economist, makes some ingenious proposals for how this might be done-for example, by widening the coverage of patent protection-but his case for their being workable is none too persuasive.
