The second study in a series, this volume contains the papers and discussions of the more than 60 experts on intelligence who gathered for a two-day meeting on "analysis and estimates" last winter. It offers a critical assessment of the current state of the U.S. intelligence community and makes recommendations for improved analysis, the most significant of which is that intelligence analysts should be more questioning and skeptical and less given to relying on the "conventional wisdom."
