The author, formerly an aide to Donald Rumsfeld in the Department of Defense, vigorously assails the Carter Administration's "Africanists" and their ilk for "seeking cheers" from Africans and propagating myths about the irrelevance of the cold war to Africa. His own alternatives, only vaguely defined, emphasize "backbone," promoting Western values, and dealing with South Africa on "elements of mutual security."
