The fourth in the National Strategy Information Center series of annual volumes devoted to analyzing U.S. military capabilities. Past volumes have highlighted the growth of the Soviet threat, warned the public, and offered recommendations for overcoming U.S. deficiencies. The current volume is significant in that it assumes that recent international events have made believers out of skeptics, and therefore is more concerned with proposing "quick fixes" and initiating long-range plans than in sounding alarm bells.
