A quadrilateral report issued under the names of the four directors of the leading institutes of international relations in the respective countries, assisted by a group of scholars, former officials and journalists, this document has received a great deal of attention on both sides of the Atlantic. Dealing with the major problems of the Western Alliance at a time of considerable discord, it presents a negotiated consensus on outstanding issues. The most novel idea is for groups of "principal nations" to consult and coordinate their policies on political and security issues outside of NATO's formal area of responsibility.
