Drawing on conventional diplomatic archives, the author explores the ambiguous American contribution to the appeasement of Germany. Prime Minister Neville Chamberlain, as is well known, distrusted President Roosevelt, while the President "was caught between the desire to play a larger part in world affairs and the necessity of preserving his political position at home."
