Starting with the assumption that there is no future for arms control as presently pursued, the author seeks to identify a "new agenda." This includes greater citizen participation, elected groups of experts, and reformed international institutions. This is a carefully formulated and seriously presented argument, although it does not-cannot?-go into adequate depth on any single issue. It is an important contribution to the literature, but, alas, reality gets in the way of pure reason.
