The usefulness of this compilation lies chiefly in its several chapters surveying the activities of particular interest groups. Of more than ordinary interest are Philip White's essay on the black constituency for southern Africa from 1940 to 1980, and Chester Crocker's analysis-finished just before he became Assistant Secretary of State for African Affairs-of the U.S. policy process.
