All of the author's historical case studies, of which this is the fourth, combine the insights derived from his personal participation with archival research and interviews. All are of lasting relevance. Today, when arms control negotiations are again in the forefront, the present excellent volume is particularly welcome. It focuses on the struggle between Secretary of State Dulles and presidential assistant Nelson Rockefeller over the proposal that the United States and the Soviet Union agree to unfettered reciprocal aerial inspection of each other's territory. Half of the volume is narrative and analysis; the other half is the text of documents, many not before published.
