The recession with which the first of these books deals started in 1973, but the data do not go beyond 1980. The authors, mostly British academics, study the responses of seven governments and the European Community in useful, concise papers. The more eminent authors in the second volume tend to take somewhat broader views and look ahead without much optimism. Professor Dahrendorf's reflections on what it all means are especially provocative.
