Two RAND scholars survey the entire course of Soviet involvement in the Third World: historically, by region, and by aims and methods, topping off with some proposals for American response. Perhaps they attempt too much (complex episodes are reduced to a few sentences), but it cannot be said that their analysis is not objective or that their background documentation is inadequate-116 pages of footnotes and bibliography.
