With Israel's security as his ultima ratio, an Israeli scholar argues for an overt and declared policy of nuclear deterrence, finding the risks acceptable and the benefits, if the policy is accompanied by political flexibility on outstanding territorial questions, greater than those offered by any feasible alternative course. The case is closely reasoned and must be pondered, and not only by Israelis.
