Governments Under Stress: Political Executives and Key Bureaucrats in Washington, London, and Ottawa
In this ambitious four-year project, a political scientist looks at the functioning of government, specifically the executive branch, in three democratic English-speaking countries, basing his work mainly on numerous interviews in depth. He does not deal with the process of foreign policy decision-making, but his probing of the interaction of institutions and individuals, especially the personalities and methods of the top political leaders-Carter, Callaghan and Trudeau, for example-throws light on where many of the problems lie in foreign as well as in domestic affairs.
