This is a careful study of the bauxite and copper markets, coupled with the use of sensible economic models and some political assessment. The conclusion is that the prospects for true cartels are poor, but that for bauxite, the producing countries may go on as they have, capturing a higher share of the rents than they used to. For copper the prospects are poorer. If the producing countries want high prices and secure markets, they ought to look seriously at joint ventures with companies in the industrial world, where the demand is.
