In his introduction, Walter Laqueur traces the ups and downs of Soviet progress in the Third World, and of Western assessments of it, illustrating the propensity on both sides to simplification and self-deception. His colleagues then review the record in a number of Asian and African countries. These are for the most part competent studies (the best is Paul Henze's on the Horn of Africa) but leave many questions, including some raised by Laqueur himself, unanswered.
