What makes this book interesting is its comparative approach. The bureaucratic structures for dealing with arms control are described for countries such as France, Germany, Britain and Norway. One wishes for more discussion of the "politics" and "process" of decisionmaking, and even some of the descriptive material is too brief; nevertheless, the portions dealing with countries other than the United States make this book valuable.
