Managing Moscow: Guns or Goods
Eclectic reflections by a 30-year veteran of the Soviet operational side of the CIA. The author sees military containment as failing to stem Soviet expansion and urges reduced military emphasis and (all too briefly) a positive use of American economic strength, notably in much expanded foreign aid programs. The book is loosely organized, with many debatable judgments too glibly rendered, but it is good for shaking up stereotypes and prejudices-including those of liberals about a monolithic "CIA mind-set."
