The Star Wars Debate: Nuclear Policy and the Defensive Transition
On March 23, 1983, President Reagan delivered a televised speech to the nation in which he initiated a potentially radical departure in U.S. strategic policy. The President suggested that the policy of nuclear deterrence through the threat of strategic nuclear retaliation is inadequate, and called upon the vast American technological community to examine the potential for effective defense against ballistic missiles.

The President suggested that the policy of nuclear deterrence through the threat of strategic nuclear retaliation is inadequate, and called upon the vast American technological community to examine the potential for effective defense against ballistic missiles:
Would it not be better to save lives than to avenge them? Are we not capable of demonstrating our peaceful intentions by applying all our abilities and our ingenuity to achieving a truly lasting stability? I think we are-indeed we must.
After careful consultation with my advisers, including the Joint Chiefs of Staff, I believe there is a way. . . . It is that we embark on a program to counter the awesome Soviet missile threat with measures that are defensive. Let us turn to the very strengths in technology that spawned our great industrial base. . . . I know this is a formidable technical task, one that may not be accomplished before the end of the century. Yet, current technology has attained a level of sophistication where it is reasonable for us to begin this effort.1
The central problem of nuclear deterrence is that no offensive deterrent, no matter how fearsome, is likely to work forever, and the consequences of its failure would be intolerable for civilization. The President's call was a direct challenge to the offensive concept of deterrence that has dominated U.S. strategic policy for decades. That concept is based upon the simple and still widely accepted argument that neither the United States nor the Soviet Union will launch a nuclear first strike or engage in other highly provocative actions if both sides are vulnerable to nuclear retaliation. The President's speech suggested that vulnerability to a Soviet nuclear attack is not an acceptable condition in the long term, and that the United States would examine avenues to counter the threat of nuclear missiles.

The reelection of Ronald Reagan makes the future of his Strategic Defense Initiative the most important question of nuclear arms competition and arms control on the national agenda since 1972. The President is strongly committed to this program, and senior officials, including Secretary of Defense Caspar W. Weinberger, have made it clear that he plans to intensify this effort in his second term. Sharing the gravest reservations about this undertaking, and believing that unless it is radically constrained during the next four years it will bring vast new costs and dangers to our country and to mankind, we think it urgent to offer an assessment of the nature and hazards of this initiative, to call for the closest vigilance by Congress and the public, and even to invite the victorious President to reconsider. While we write only after obtaining the best technical advice we could find, our central concerns are political. We believe the President_s initiative to be a classic case of good intentions that will have bad results because they do not respect reality.
Toward the end of what almost immediately came to be called his "Star Wars" speech in March of 1983, President Reagan concluded an impassioned defense of his arms budget by proposing that American scientists begin research on a very advanced system that could protect the West from ballistic missile attack by the turn of the century or soon thereafter.
The issues of strategic arms control are complex in their technical details, but they nonetheless revolve around a reasonably simple central problem. The United States is primarily interested in reducing the level of strategic force deployments in order to alleviate a perceived threat to the U.S. intercontinental ballistic missile forces and a politically sensitive imbalance in weapons deployed in Europe. The Soviet Union is primarily interested in restricting the process of technical improvement in order to alleviate what it perceives as an emerging threat to Soviet ICBMs and ultimately to the entire structure of Soviet military forces. With the United States committed to revising the past and the Soviet Union to shaping the future, viable compromise requires arrangements that do both. The issues are too extensive and the underlying hostility too great to allow an immediate, comprehensive solution. Thus, compromise must be achieved through a series of partial measures, each of which balances force reductions and modernization restrictions.
