This report of the Atlantic Council's Committee on China Policy, two years in the making, is the most impressive collection of essays on U.S. China policy yet published. It is particularly strong on the security, defense and technology-transfer issues. There is an excellent overview by George Packard, followed by 25 other chapters. For those responsible for shaping the West's China policy during the next decade, this volume is "must" reading.
