The central proposition here is that the ruling party, afflicted by a vanishing consensus, has ceased to be an effective mechanism for handling bureaucratic and social conflict, and that "thorough transformation of Mexico's political and economic structure" is necessary to attain economic well-being within a framework of pluralism and social peace. No problems in regard to control of the masses are envisaged.
