This year's volume begins with an interesting balance sheet of the Reagan Administration's "reassertionist" approach-redefining American policies toward developing countries. Some of the successes have come when events have forced a departure from the original approach and pragmatism prevails. There follow chapters on macroeconomic policy, finance and debt, trade, foreign aid and the handling of radical regimes in the Third World. All are full of ideas and draw conclusions for policymaking.
