This is a study of "Third World efforts to secure control and wealth through the establishment of international regimes that legitimate authoritative, rather than market, allocation." In explaining and illustrating this process-which he says is based on weakness-Professor Krasner of Stanford inevitably covers much familiar ground, but with his own twist. He sees further tension and conflict ahead because he gives less credence than others have done to changes in Third World approaches or strengths.
