It is reassuring to find Latin American experts writing about U.S. policy without passion or extremism. In seven essays covering current administration policy, trade and finance, the inter-American system, and several countries, they do reflect "a general wariness of the United States and its purposes, and dissatisfaction with the basically unequal relations in the hemisphere."
