Verification of arms control agreements presents difficult and complicated problems that are not getting any easier with the evolution of weapons technology. These two volumes lay out the issues, but the Krass book does the better job in dealing with the subtle and important political dimension of verification. How to measure adequacy and effectiveness has become a very controversial question, and arguments about verification often serve as surrogates for arguments about the appropriateness of arms control itself.
