This good collection of papers gets its focus from the observation that "interdependence is achieved within a highly fragmented protectionist policy framework." The resulting difficulties in prescribing constructive courses for all governments come out quite clearly and are not really resolved. International food aid is more highly thought of by these authors than by most other people in recent times.
