This excellent collection focuses on the recent disputation about what has gone wrong in Africa and what is to be done. Mostly downplaying prescription, its contributors excel-depressingly so-in laying out the political and economic pitfalls that lie in wait for, or have already befallen, most reform strategies. The editor's overview, Stephen Landon's analysis of Kenya's textile industry, and Thomas Biersteker's description of Tanzania's policy of self-reliance contain concrete data of particular interest.
