The author's answer to the question posed in the title is no. The Ukrainians, Baits, Central Asian Muslims and others will not rebel, partly because they have found satisfactions and rewards within the system, even though the state is definitely Russian-dominated, but above all because of the KGB and the regime's mechanisms of control. Taking the Ukraine as the only real possibility for revolt, Motyl demonstrates that even there the necessary basis either in organized internal opposition or in outside influence is lacking. The case is well argued and convincing, but it is only fair to add that other observers take a different view and no one can be sure of the answer to the question in the long term.
