Voluntary agencies, especially those with church connections, have been partners with the U.S. government in the massive programs for the relief and resettlement of refugees since World War II. Not always comfortable partners, since the foreign-policy and security interests of the government have sometimes clashed with the humanitarian purposes of the churches.
