Following the Aspen Institute model, the Hubert Humphrey Institute of Public Affairs has put out a book of readings on international order and disorder, intended to widen the knowledge and sharpen the thinking of leaders in government, business and the professions. They cover the global agenda of economic, legal and security problems, hardly digestible in one or two sittings, and raise rather than answer questions. But the selections are well chosen and the editor's introduction helps manage the disorder.
