These studies cover some of the same ground although they approach the subject from quite different angles. Alexander and Sinai are bent on documenting the record of terrorism for which the PLO, or its factions, can be held responsible. It is not a pretty story, but they say nothing about Israeli counterterrorism. The Norton-Greenberg volume is in a lower key, stressing the PLO's political role as representative of Palestinian nationalism and its international diplomacy. The chapters on relations with the U.S.S.R. and with China are especially good.
