America is not yet used to having an exchange rate policy, but how its policy has been handled in the 1980s is the subject of this inquiring book. Only a few parts of the government are involved, and the authors recommend some changes to ensure that what has been "a strikingly private affair"-but one not immune to politics-actually serves the broad public interest. Naturally this gets them into matters of substance as well as process, and the book is all the better for it.
